Inner-city or peripheric -urban filling areas, where excavations extracts are poured, as a result of construction activities in the cities, are the destructive aspects of these activities that become visible. These construction activities, which often destroy the nature and ecological balance, should not be seen as a planning work that should be done beforehand. It can be said that taming these construction activities, acting as a mediator between human activities, nature and the environment. Sometimes doing less and sometimes not doing it at all, is the subject of the discipline of architecture. Since it is an old military area, the competition area, which has a large green area and contains endemic tree species, was used as a filling area. The proposed open and closed spaces were placed in this destroyed part of the site. Beside that, natural landscape of the area is preserved and rehabilitated as possible. Based on local culture, programatic concept has been proposed for active daily use.
